Haven - this is the name of a new Heroes of Might Magic III town.

Town:
The Town creatures content (fraction) based on the magic power of its creator and ideologist Leviathan (see The Haven Story in this site). So we can say that origins of this town appearance in the game are magical.
It is magic to be explained a co-existance of coastal inhabitants (fish-humen and bird-humen) and sea creatures (crabs, kraken and serpents). This unique combination of common living space (coastal and marine environment) and ideology (worship Leviathan as a god) makes this fraction complete and cohesive. This Cult of the Leviathan is expressed conceptually through the magical source which is the altar of the sea breeze. The town itself develops gradually, from coastal guard points to a deep-sea enclave.

Sea bishops and Oracles of the deep:
Sea bishops are triton caste specially trained by Leviathan to military campaigns. They are intended to serve on altars of the sea breeze, necessary to create a magical environment on continents (that marine predators could be used in continental campaigns)
Oracles of the deep are mermaid caste specially trained by Leviathan to serve on water altars (which are located at a depth of the ocean). They are intended to carry out a power over the water element. Both of these castes are mediums and have an ability to teleport and water magic resistance.
Oracles of the deep were not originally intended to the continental service. But due to the Master Hydron, who managed to learn some Leviathan magical secrets, they have been adapted to continental operations. For this purpose he presented them to Illianis on a Nihon as a gift (see The Haven History on this site).
Subsequently disciples of Hydron were able to establish his magic school which was named Storm Library. And with the help of this school they adapted Oracles of the deep to constant continental operations.

Altar of the sea breeze:
These are special magic sources on the land, created by Leviathan specifically for continental campaigns. They are constructed as units of deep water magic altars in the land. So visited heroes can use their power and learn the art of water magic.
Besides, Leviathan has worked a system of the magical mana recovery through the creation of a special magical source. He called it the Pearl of the Ocean. And from this source altars of the sea breeze also take effect restoring mana to visiting heroes. All of it been planned and carried out by Leviathan himself during the preparation of Raven and Illianis continental missions (see The Haven History on this site). In the context of gameplay, this system works also as Grail wich for the Haven is the Pearl of the Ocean (daily restoring friendly heroes the full their mana if it was put into the Haven City Hall)

Storm Library:
This structure allows the hero to increase one level of aither water or air magic secondary skills once in the game. If hero doesn't have them, he won't be able to use this structure until he learns them. The Storm Library keeps Hydron works on research of storm magic, which combines elements of air and water. Having studied these works, the hero can partially improve his knowledge on one of these subjects.
The Storm Library was founded by four disciples of Master Hydron: oracles of the deep Aurora and Midia, and Sea bishops Maridis and Sabrin. Each of these disciples perfectly mastered one of the facets of Hydron's teaching. Aurora became an expert of magic in the management of the cold (Ice Bolt). Midia has studied in depth weakening effect of the water magic (Weakness). Maridis understood the wisdom of mana recovery. And Sabrin perfectly learned one of hypostasis of the Storm Magic - the power of lightning.
In the end, these four water mages decided to join efforts, already being admirals, and founded the Storm Library in the Illiadia.
